Methuen, MA Caregiver Indicted for Medicaid Fraud and Attempted Unemployment Fraud

Concord, NH – Attorney General John M. Formella announces that Dorabela Medeiros, age 42, of Methuen, Massachusetts, has been indicted for theft, attempted unemployment fraud, and Medicaid fraud in connection with fraudulent claims for personal care services.

On April 11, 2023, the Merrimack County Grand Jury indicted Medeiros on charges of Theft by Deception, Attempt to Commit Unemployment Fraud, Medicaid Fraud – False Claims, and Medicaid Fraud – False Records.

The indictments allege that between March 1, 2022 and August 31, 2022, Medeiros, pursuant to one scheme or course of conduct, created false documentation and caused false claims for payment of personal care services to be filed, resulting in Medeiros obtaining more than $1,500.00 in Medicaid funds. Thereafter, between August 1, 2022 and December 31, 2022, Medeiros omitted a material fact from an application for unemployment benefits, and the amount of the benefit she would have fraudulently received as a result of the misrepresentation would have exceeded $1,000.00 in value.

During that timeframe, Medeiros is alleged to have been employed by two Medicaid service providers to provide personal care services to a single Medicaid member. Medeiros submitted timesheets claiming that she worked for both companies at the same time, despite not actually rendering care to the Medicaid member, resulting in Medeiros being paid $7,249.75 for services she did not render. Upon learning this, both companies terminated Medeiros's employment. Medeiros then allegedly attempted to obtain unemployment benefits by submitting an application that omitted the reason for her termination.

The maximum penalty on the Theft by Deception and Attempt to Commit Unemployment Fraud charges, both class A felonies, is 7½ to 15 years in the New Hampshire State Prison. The maximum penalty for the False Claims and False Records charges, both class B felonies, are each 3 ½ to 7 years in the New Hampshire State Prison.

Medeiros will be arraigned in the Merrimack County Superior Court on June 9, 2023. The charges and allegations are merely accusations, and Medeiros is presumed innocent unless and until proven guilty.

Senior Assistant Attorney General Thomas T. Worboys and Attorney Andrew Yourell of the Attorney General's Medicaid Fraud Control Unit are prosecuting this case. Investigator John Lannon, also of the Attorney General's Medicaid Fraud Control Unit, investigated the matter based on a referral from the New Hampshire Department of Health and Human Services' Program Integrity Unit.
