Final Report Issued in the April 5, 2020 Officer-Involved Shooting Incident in Concord, New Hampshire

Concord, NH – Deputy Attorney General Jane E. Young announces the completion of the final report into the officer-involved shooting incident that took place on April 5, 2020, in White Park in Concord, New Hampshire.

On April 5, 2020, Dylan J. Stahley (age 22 at the time) was shot and wounded by New Hampshire State Police Trooper Michael Petrillo.  Mr. Stahley survived his wounds and was subsequently charged with several criminal offenses for criminal conduct in connection with the incident that led to his wounding.

After the incident, the New Hampshire Attorney General's Office began an investigation into what had occurred.  On April 23, 2020, the investigation was completed and it was determined that Trooper Petrillo's shooting of Mr. Stahley was a legally justified use of deadly force.  However, since Mr. Stahley had criminal charges pending at the time, a full report was not issued.  Instead, in accordance with the New Hampshire Rule of Professional Conduct, 3.6(a), a two-page news release was issued that briefly summarized some of the facts and the conclusion that Trooper Petrillo's use of force was legally justified.

In the intervening time, Mr. Stahley has resolved his criminal charges.  Accordingly, it is appropriate to issue the comprehensive final report regarding the incident.  That report is attached to this release and confirms that Trooper Petrillo's use of force was legally justified.
