Attorney General Joseph A. Foster and Manchester Police Chief Enoch F. Willard announce that Billy Damuel Maldanado Cancel aka Billy Maldanado has waived extradition in Connecticut and will be returned to New Hampshire today. He will be arraigned tomorrow, October 27, 2016 at 10 a.m. in the 9th Circuit - District Division - Manchester for the September 14, 2016 murder of Jonathan Vazquez-Ojeda of Manchester. He is charged with knowingly causing the death of Mr. Vazquez-Ojeda by shooting him with a firearm.
