STOP Violence Against Women Recovery Act Grant Program RFP

Program Description

The STOP Violence Against Women Recovery Act grant program is designed to support communities in their efforts to hire and retain criminal justice and victim services personnel that respond to violent crimes against women as a way to develop and strengthen effective law enforcement, prosecution strategies and victim services in cases involving violent crimes against women. In accordance with the Office on Violence Against Women this Recovery Act funding is to be awarded in the following percentages: Victim Services 30%, Prosecution 25%, Law Enforcement 25% and 5% to the Courts.

Allowable funding categories

  • Victim Services Programs
    • Visitation Centers
      • Eligible applicants include established non-profit visitation-related service provider organizations.
      • Funds may be requested to support visitation related services where applicants can articulate that recent reductions in available funding have resulted in the loss of an established program or services.
      • Funding needs to support services for women who have been a victim of domestic or sexual violence, dating violence or stalking.
      • Goal will be to stabilize those programs so as to preserve jobs and continue to provide essential services.
    • Advocates
      • Eligible applicants include county and non-profit service provider organizations.
      • Funds may be requested to support domestic and sexual violence, dating violence and stalking related services at established service providers that have seen reductions in available funding, which has resulted in the loss of jobs or essential services.
      • Goal will be to stabilize those programs so as to preserve jobs and continue to provide essential services.
    • New or Enhanced Victim Service Programs
      • Eligible applicants include state, county, municipal and non-profit based organizations that provide domestic violence, sexual assault, dating violence and stalking related victim services.
      • As funding allows, grant funds may be requested to support the creation of new programs or the expansion and enhancement of existing programs.
  • Prosecution Programs
    • Eligible applicants include state, county and municipal based prosecutors and prosecution offices.
    • Funds may be requested to support additional prosecutors and prosecution based advocates, paralegals and support staff providing services relating to domestic or sexual violence, dating violence and stalking.
    • Limited funding may be requested to support domestic or sexual violence related training for prosecutors and staff.
  • Law Enforcement Programs
    • Eligible applicants include state, county and municipal law enforcement agencies.
    • Support for additional specialized domestic violence focused law enforcement personnel, to include officers, investigators, advocates and support staff providing services relating to domestic or sexual violence, dating violence and stalking.
    • Limited funding may be requested to support domestic or sexual violence related training for law enforcement personnel and staff.
  • Court Programs
    • Eligible applicants include Judicial Branch organizations.
    • Funds may be requested to support the hiring or preservation of victim advocates working with victims of domestic or sexual violence in the district courts.
    • Funds may be requested to support domestic or sexual violence related training for Judicial Branch staff.
    • Funds may be requested to support Technology Upgrades that relate to the enhancement of systems necessary for the entry of Protective Orders into the National Crime Information Center database.
